Our Board

Choose Clark County is a 501(c)(3) non-profit economic development organization for Clark County, South Dakota. We are governed by a board of directors comprised of 7 leaders from County of Clark. Catie Noethlich serves "CCC" as its executive director.

The mission of Choose Clark County is three-fold:

1) to promote business growth

2) to increase housing opportunities

3) enhance the quality of life for all residents in Clark County

Joslyn Reeves

Joslyn has been on the Choose Clark County Board of Directors since 2024.

She and her husband, Kyle, live outside of Clark with their daughter, Hazel.

Joslyn grew up near Raymond, SD, and graduated from the Clark High School Class of 2017. She attended South Dakota State University and graduated with a Bachelor's Degree in Animal Science and a minor in Ag Marketing in 2020.

Joslyn coordinates the Clark Area Farmers Market, is a freelance writer for the Clark County Courier, and works part-time at the Crocker Hills Bar and Grill.

Jeffrey Paulson

Jeffrey Paulson was born and raised in Clark County and continues to live and work on his family’s row-crop and cattle operation. He earned a bachelor’s degree in Agricultural Science from South Dakota State University, with minors in Ag Business, Agribusiness Marketing, and Animal Science. While at SDSU, Jeffrey was also a member of the Livestock Judging Team.

Jeffrey is actively involved in his community, serving with the Garden City Volunteer Fire Department and as Thorp Township Treasurer. Outside of work and community involvement, he enjoys hunting and spending time with family and friends.

As a member of the Choose Clark County Board, Jeffrey hopes to bring a young, business-minded, and innovative perspective to the organization. He is interested in finding new ways to strengthen Clark County while respecting the people, businesses, and traditions that already make the community work. His goal is to help position Clark County for a strong and sustainable future.

Ida Foster

Ida Foster works at Dakota Butcher and has deep ties to the Clark County community. She and her husband, a local farmer, have raised their family here and have seen firsthand what it means to build a life in a rural community. With her children now grown and beginning new chapters of their own, Ida brings the perspective of both a local family and a local business to Choose Clark County. She is excited to be part of the continued work to make Clark County a place where people can build careers, raise families, and choose to stay connected for generations.

Jody Obermeier

I am honored to join the Choose Clark County board. Having lived in Clark County for most of my life, I am passionate about supporting our small communities and believe that investing in our youth is essential to building a strong, sustainable future.
I currently serve on the boards of the Crocker Wind Farm Community Fund and Crocker Lutheran Church. I grew up in the Bradley area, graduated from Clark High School in 1991, and now work alongside my husband, Ted, and our family on the Obermeier Ranch in rural Crocker, SD.
Our family includes Zed, who attends Clark MS/HS, Gunnar and his family, Wilkes, and Serena, and her family. In my free time, I enjoy spending time with family, attending sporting events, and raising chickens.

Jenny Guest

Jenny was born and raised in Clark and moved back two years ago to be closer to family.

She works full-time as a mental health therapist at Firefly Counseling in Watertown. Jenny and her husband, Steve, have two children — Anna (21), who works in Clark at Amazing Grace Daycare, and Griffin (15), a freshman at Clark High who also works at Ken’s Grocery Store. Steve works from home for a Minnesota-based granite company. In her free time, she’s started a small home-based business where she bakes sourdough goods, crafts tallow skincare items, raises chickens, and gardens.

Being back in Clark truly feels like home, and they feel blessed to be part of the community again.

Catie Noethlich

Catie moved to Clark County several years ago and is proud to now call the area home. She lives in Raymond with her husband, Jon, and their growing family. Catie owns Catie K Photography, where she enjoys capturing seniors, families, and everyday moments, and also serves as the Executive Director of Choose Clark County, helping support community connections and local growth. Outside of work, she loves baking, gardening, spending time with her family, and finding small ways to make people feel welcome. She’s grateful for the relationships she’s built here and feels thankful to be raising her family in such a caring community.
